Webex Campaign allows you to target your contacts through Facebook using the Target Group data that is available on Webex Campaign. You will need to share your Facebook Ad Account ID with Webex Campaign L2 or the Operations team. They will add it to the Webex Campaign Facebook business account. The Target Group data in the Webex Campaign can be pushed to Facebook Custom Audience post the necessary configuration on Facebook and Webex Campaign.
